To inform the development of the toolkits, the LEAF project partners conducted background research in each partner country (Austria, France, Germany, Hungary, Sweden and the UK). This provides a context for understanding the challenges, drivers and solutions to retrofitting apartment blocks.
Data was collected on EPC legislation, barriers to improved energy efficiency, problems of retrofitting apartment blocks, financing mechanisms and relevant policies. Whilst there are differences between countries, for example on building management structures and technical approaches, the report concluded that there are also many similarities. For example, lack of finance for energy efficiency measures and problems in reaching agreement between all owners in an apartment block are common problems faced in all partner countries. Based on these findings, a report on Recommendations for the LEAF toolkit, was produced.
